Heuristics Inc. creates "experimental" electronic music, staying away from any real genre classifications; instead, he just plays with whatever sounds come naturally at a given moment. Heuristics Inc's music encompasses both composition and free improvisation, sometimes in the same track. He has also been building a reputation as a remixer, of both vocal and instrumental tracks. The music tends to be dark, but with a healthy dose of silliness, combining influences from all over the spectrum to fuse into a sound that would be right at home in movie soundtracks.

Heuristics Inc. has been in existence as a musical entity since around 1992, when bill started hanging out with many musically creative people and decided that he might be able to do that too. He then went on to make music of a completely different kind. Since then he's been honing his craft, and branching out into new directions. He now lives near Baltimore, Maryland. Recently a series of live concerts via the Internet, and a couple on stage, have earned praise from fans, and Heuristics Inc. is even branching out into electronic pop songs with vocals.

Heuristics Inc. is a member of worldwide supergroup Tapegerm, whose members compose songs using loops contributed by all the members. He's also in the experimental duo Brainpipe (as The Supreme Commander). He is also a member of the group Dollar Bill & the Inkpoints.
