There are at least two groups called Top Shelf.

1. Top Shelf is a Reggae/Rock/Dub band from the Emerald Triangle. Ukiah, CAlifornia is there hometown. They're inspired by old-school rock and have released three albums so far: Time To Wake (2008), The Sound (2011) and the There's A Place EP (2012).
