The New Deal was formed in 2003 when Frank began writing, rehearsing and playing around town with Joel Levin and John D. Cruz, fellow members of the last great garage band, the Hardcore Troubadours. With the addition of local gem Kristopher Madaus on bass, the quintet explored a more "ambitious sound," honing their skills in a small, very loud room above the Blue Moon clothing store on Main Street and Chestnut in Ventura, California. In the spring of 2003, the New Deal hit the studio to record Blueskies Longrides Youreyes. That fall, Frank moved to Berkeley, where he completed his BA in English at the University of California and played exactly 1 live show.

Following a brief relocation to Santa Barbara, California, Frank became a significant force behind the evolving sound and success of the award-winning alt-country band Far From Kansas (fronted by former New Dealer Joel Levin). Frank made his studio debut with Far From Kansas on 2006's The Ghost Inside of You, and stayed on with the band as a multi-instrumentalist, producer, booking agent, graphic designer (and sometimes crazy-all-nighter van pilot) through the final gig of their memorable west coast summer tour.

After parting ways with Far From Kansas, Frank re-focused on completing his Ph.D. and eventually turned his attention to resurrecting the New Deal. He called on former FFK guitarist Chris Dixon to help direct the New Deal in the studio, and together they began rebuilding the band, releasing the EP "A Place of Our Own" and recruiting Wesley Pua and Johnny Cruz on drums and bass respectively.
