There are at least two artists under the name Fully Loaded:

1) Fully Loaded is a bay area rap group. The 3 members are Big Rich, Bailey & Young Knew.
The first album is called San Quinn Presents Fully Loaded Millennium Attitude and was released in 2000.
In 2001 they released Reloaded. And the latest album they did is with Ya Boy, cousin of San Quinn & Bailey called Fully Loaded Street Heat 16's Wit Me and was released in 2004.
