Linda Hoover (born and raised in New Jersey in 1952) is an American singer-songwriter. Her debut album, " I Mean to Shine", was recorded in 1970 with contributions by Walter Becker and Donald Fagen of Steely Dan but not released until 2022.

Spotted at a regional high school talent contest in New Jersey, Hoover signed to Roulette Records in 1970 and began recording her debut album at Advantage Sound Studios in NYC with engineer Mallory Earl. Hoover got introduced to Walter Becker and Donald Fagen (of Steely Dan) who wrote what become the title song " I Mean to Shine" and provided other originals and arrangements of songs by Hoover, Stephen Stills, and Richard Manuel (of The Band). Musicians featured on the album included Jeff “Skunk” Baxter (future lead guitarist for Steely Dan and The Doobie Brothers), Denny Dias (of Steely Dan), John Discepolo, and Eric Weissberg (of Dueling Banjos/Deliverance fame), as well as members of The Dick Cavett Orchestra and sax player Jerome Richardson. At the time, the album was shelved in a dispute over publishing. Years later, engineer Andy de Ganahl converted the recordings to digital and the album was eventually released by Omnivore Recordings on 18 June 2022.

In the meantime, Hoover continued to write, record, and perform. Her 2018 album, Another World, was independently produced by her son Toft Willingham (a founder of the band Spiritual Rez).
