There's more than one artist named Outer out there:

1) Belgian indie classical project OUTER.
OUTER is the intimate alter ego of composer Tom Soetaert. Remote places and silent landscapes like Northern Iceland in fall 2016 were the background for songwriting, recordings ánd visuals. "Sunday night music" might be the most accurate description.
OUTER live features Tom Soetaert (piano, electronics, vocals), Nicolas Delépine (guitar, vocals), Arne De Tremerie (vocals, subs) and Wanthanee Wadngam (strings, synths, vocals).
Debut single 'eyja' is out on October 26th 2017.

2) Japanese electronic pop band Outer.
Outer started out as a joke between Kazuya Takase and KOTOKO of I've Sound. It features KOTOKO on vocals with Kazuya Takase on Guitar, Kazuya Suenaga (a.k.a COWPOKES) on Drums and Naoki Itagaki on Bass. Read more on Last.fm.
